Food and Agriculture Organization of the United Nations (FAO)  (20.09.05)
The International Code of Conduct on the Use and Distribution of Pesticides of the FAO provides a basis for judging whether actions (of others or one's own) regarding trade or use of pesticides constitute acceptable practices. The Code represents a guideline for taking measures to reduce the environmental and health risks resulting from agricultural pesticides. The FAO makes the following recommendations:
«Pesticides whose handling and application require the use of personal protective equipment that is uncomfortable, expensive or not readily available should be avoided, especially in the case of small-scale users in tropical climates (5). Preference should be given to pesticides that require inexpensive personal protective and application equipment and to procedures appropriate to the conditions under which the pesticides are to be handled and used»
(FAO 2002, Art 3.5; and reference 5 therein: FAO 1990).

«Although pesticide formulations in WHO Class 2 are less hazardous than those in Class 1, precautionary methods proven effective under field conditions in developing countries are required. Therefore, pesticide formulations in WHO Class 2 should only be provided if it can be demonstrated that users adhere to the necessary precautionary measures (9)»
(FAO 1994, Art 3.2; and reference 9 therein: FAO 1992).

The FAO has further recommended that integrated pest management (IPM) be promoted by governments or other stakeholders, and that even where a control scheme is in operation, the pesticide industry should cooperate in the periodic reassessment of the pesticides which are marketed and make every reasonable effort to reduce the risks posed by pesticides, by making less toxic formulations available (FAO 2002, Art 5.2).
